In 1995, LEAF provided the Commission of Inquiry into Certain Events at the Prison for Women in Kingston with a submission on the need for alternatives to incarceration for federally-sentenced women. The brief also addressed the need for a separate correctional service for federally-sentenced women.
LEAF’s three main submissions were:
- The classification system in place for federally-sentenced women violated their rights to equality and liberty as guaranteed under ss. 15 and 7 of the Charter.
- Community alternatives to incarceration needed to be developed for federally-sentenced women.
- Federally-sentenced women would continue to be treated unequally unless a separate correctional service for women was established.
